The Local Capital Finance Company Ltd (LCFC), the soon to launch UK municipal bond agency, has selected Merrick Cockell to be chairman and Adrian Bell to be vice chairman.

Cockell was previously chairman of the Local Government Association, which represents municipalities in negotiations with central government.

Bell is head of Debt Markets for Cannacord Genuity in London, and was previously chairman of RBC Europe Limited.

Additional board members are expected to be appointed in the near future.

Cockell said the development of a municipal bond market in the UK would enable local government to become more financially independent.
