The issue of public-private partnership is one of the popular trends of modern life in Russia. Interest in the issue is constantly fuelled by the economic situation in the country.
The reason for such dispiriting statistics, the validity and reliability of which I do not insist on, may be our own mistakes in choosing the officials to whom our letters were sent, and other regrettable accidents. But, I believe that if you come to any more or less decent auto sales center and say to any employee that you would like to buy a car, you will immediately be directed to the sales manager. That is because everyone understands that a client may bring profit to the company, and this will eventually positively affect everyone’s work.
As it is, the “region” appears in communication with the investor in the form of a particular person who must perform his/her duties properly because he/she finds it important, or because the respective task has been set before him/her. And the above-mentioned absence of interest does not reflect the position of the region, as its investment programme is unlike to include such an issue.
This is the position of an official to whom the letter has been addressed and who represents in communications with the investor. Such behaviour of the officials may eventually affect the decision taken by the investor in a greater degree than the presentation on the economic situation in the region published on its official web-page.
